Bells Creek Arterial

Scope of Works

The Bells Creek Arterial Road is a major infrastructure corridor delivered over multiple phases to connect Caloundra South (Aura) to the Bruce Highway. Shadforth delivered Phase 1 (2015–2016), constructing a 2.8 km two-lane arterial road including bulk earthworks, pavements, stormwater, and two new bridge structures, as well as fauna passages and acoustic barriers. In Phases 3 and 4 (2021–2023), Shadforth extended the road a further 8.3 km to the Bruce Highway interchange at Roys Road, constructing three major bridge structures, multiple culvert crossings, new water and sewer services, electrical and lighting infrastructure, and 2.8 km of shared pathways and cycleways.

Challenges and Innovations

Delivering the Bells Creek Arterial required balancing complex environmental approvals, cultural heritage considerations, whilst constructing through some of the wettest conditions on record. Shadforth managed works within and adjacent to eight mapped waterways, ensuring fish passage, tidal creek dewatering, and compliance with strict regulatory requirements. Extensive erosion and sediment controls were implemented through 28 basins designed and operated to IECA standards, while vulnerable species such as the Wallum Sedge Frog were protected through staged works, monitoring programs, and frog fencing.

By winning and processing 100% site-won material, Shadforth showcased our expertise in adhering to DTMR specifications and design requirements. Through innovative site-winning controls and processes, we were able to enhance the project's sustainability performance and reduce its environmental impact by utilising onsite materials instead of importing them from elsewhere.

During construction, the project team uncovered an unexpected cultural heritage find of considerable significance. By diligently following established procedures and working closely with Traditional Owners, Shadforth ensured the items were preserved and retained in place in line with cultural wishes. The outcome highlighted the strength of Shadforth’s relationship with Traditional Owners and the importance of cultural awareness on major infrastructure projects.
